Summary
Plans, directs, and coordinates the development, implementation, deployment, and operation of technology solutions supporting the technical infrastructure of the organization. Provides technology vision and leadership for developing and implementing information technology initiatives that improve operational efficiency, cost effectiveness, health care service quality, and business development in a constantly changing, competitive marketplace. Provides strategic and tactical planning, development, evaluation, and coordination of information and technology systems. Ensures that the organization is compliant with the information systems security and privacy standards established by regulatory entities and business partners.
Job Duties
- Determines prioritization of the IT project portfolio and ensures selected projects deliver the expected value to constituents. Establishes and
- documents project scope, timelines, allocation of assets, and means of measuring completion and success.
- Ensures project plans are complete and accurate and milestones are achievable. Drives projects and priorities to ensure competitive advantage, ability to meet service standards, and is current with standards set by regulatory bodies.
- Ensures staffing model, staff competency, and staffing levels are appropriate to current demands and strategic business plans. Develops staff accordingly.
- Manages technology risk; implements security solutions to ensure the availability, integrity, and confidentiality of data.
- Reassesses and improves Cloud infrastructure by assessing new technology opportunities and working with Cloud vendor to support current and future needs. Evaluates infrastructure growth and performance needs based on operational trending analysis (Capacity Management/Planning).
- Ensures that security risk assessments are conducted and that appropriate mitigation plans are in place. Makes recommendations to maintain or enhance information security and advises Populytics senior management as to the best course of action to minimize risk related to data security.
- Oversees staff assignments and progress through subordinate managers and coordinates their work with personnel in a matrix relationship to projects and directs activities for projects.
- Shares matrixed oversight of compliance staff.
- Ensures provision of desktop/help desk support for all no matter their local or remote location.
- Develops and maintains business relationships with hardware, software, and professional services vendors and consultants. Oversees performance measuring the quality and timeliness of delivery.
- Ensures that all information technology license and support agreements within Director's charge are up-to-date and reflect the business needs of Populytics, including BAAs and confidentiality agreements, when needed. Tracks terms and notice requirements as well as renewals and work with VP and Compliance on termination or renewal efforts.
- Oversees administration of secure VPN and data access between business partners, clients, and associates.
- Develops, tracks, controls, and reports the information technology annual operating and capital budgets.
- Manages workstream projects to implement updates, enhancements and new releases
- Works with Finance, AP, Payroll, and business leaders to identify business improvement opportunities and system/automation enhancements
- Stays current with technology and industry trends to identify opportunities to further transform the business
- Works with the Workday Leader to scope resource needs for improvement / automation opportunities
- Oversees data governance for respective workstream systems (i.e., chart of accounts)
- Prioritizes and builds new reports or workflows in the system
- Directs technical control process and works with stakeholders to rollout changes
- Serves as point of contact to triage and addresses system questions related to Finance, AP, API, and payroll functions
- Maintain and deliver end user training
- Manage Finance, AP, API, and payroll Workday team productivity and performance metrics
Minimum Qualifications
- Bachelor’s Degree in information science/technology or engineering with an information technology concentration.
- 10 years of experience in information services (applications, networking, or system support) and
- 5 years of experience in supervisory/managerial experience.
- Knowledge of a wide range of hardware and software for mainframes, PCs, and networks to manage technical experts in the respective sections.
- Demonstrated project management skills, driving individual and team performance.
Preferred Qualifications
- Master’s Degree in information technology-related science.
Physical Demands
Lift and carry 25 lbs. frequent sitting/standing, frequent keyboard use, *patient care providers may be required to perform activities specific to their role including kneeling, bending, squatting and performing CPR.
